Russia refuses to activate European part of the International Space Station

Russia's space program Roscosmos head Rogozin has declared they will not activate the European Space agency's (ESA) robotic arm ERA. The arm is connected to the Russian module Nauka. This is in response to ESA's refusal to cooperate with Roscosmos on the Exo Mars Rover. Although the inactivation of ERA will mostly hurt Russia's side of the station since the American and International sides are supported by Canada's robotic arms.
